The Director General, Administrative Staff College of Nigeria (ASCON), and visiting member of AIG Imokhuede Foundation, Dr. Funke Adepoju Olayomi has unveiled the R.I.S.E. Model.
A Press Statement sent to thenewsroom.ng revealed that the R.I.S.E Model is a practitioner-grounded policy framework recommending public sector training institutions be repositioned as Reform-Inspired, Systems-driven, Execution-focused engines of governance transformation.
Drawing on comparative evidence from Indonesia, Nepal and Kenya that anchored on her experience leading ASCON, she argued that the enduring failure of capacity building to translate into measurable reform outcomes is not a training problem but an institutional design issue.
“The R.I.S.E. Model offers a structured response, reorienting institutions like ASCON away from transactional programme delivery toward sustained reform implementation, with ASCON positioned as the pilot,” she emphasized.
The R.I.S.E Model according to the ASCON Director General is already attracting continental impact.
